asked the Minister for Transport and Power if his Department will compensate persons who clearly suffer financial losses as a result of the failure of electricity supply which lasts for more than three hours without prior notice.

Persons purchasing electricity supply from the ESB do so in accordance with the terms of the Board's conditions of supply and there is no question of liability being assumed by my Department. The board have informed me that, in common with all other supply authorities, they could never guarantee a completely uninterrupted supply to any consumer. While the board regret any inconvenience that may be caused to consumers by unavoidable interruptions, the board's conditions relating to supply specify that the board cannot be held responsible for any damages arising therefrom.
