asked the Minister for Posts and Telegraphs if he will consider the erection of a telephone kiosk at Waterloo, Blarney, County Cork.

Kiosks are not being provided in rural areas such as Waterloo where there is no post office.

The Minister ought to be more indulgent with Waterloo in case he meets it.

Is it the Minister's policy not to erect any kiosks at present?

This is a specific question and I cannot allow any broadening of it.

Why, if there is not a post office in this village, is there no telephone kiosk? Surely the fact that there is no post office is all the more reason why there should be a telephone kiosk?

The Deputy should be aware that this has been standard practice of the Department for a very long time and the reasons for it have been explained in the House a good many times. I should add that I have recently circulated to Deputies documentation concerning the system whereby kiosks can be provided in places like Waterloo under guarantee against any loss involved in providing and maintaining them. This possibility might be pursued if any Deputy is interested in this matter.

The Minister has stated that documentation has been circulated to Deputies but I have no recollection of receiving any such documentation. Did this documentation only go out to certain Deputies as the Minister addressed similar documentation recently?

The documentation only went out recently so that it may not have yet reached the Deputy.

Due to the deficiences in the postal service, no doubt?

asked the Minister for Posts and Telegraphs when a telephone will be installed for an applicant (name supplied) in County Monaghan.

Because of heavy arrears of construction work, it has been necessary to defer attention to applications requiring abnormal linework. The application in question involves exceptionally heavy linework and it is unlikely that it can be attended to before the first half of next year.

asked the Minister for Posts and Telegraphs when the telephones recently installed in the Springfield estate, Tallaght, County Dublin, will be connected.

The telephones referred to by the Deputy were connected on the 17th February, the day before yesterday when the new telephone exchange in Tallaght was brought into service.
