asked the Minister for Local Government why the postal voting facilities made available in the local elections of 1974 were not provided in the by-elections in Galway in March, 1975.

Legislation is necessary to provide for extended postal voting facilities at Dáil and Presidential elections and referenda. I hope to introduce such legislation shortly.
Will the Minister take fully into account the experiences of his first venture in this regard so as to ensure that an election, whether it be a by-election, a local election or otherwise, is truly an election and that people have not voted before there has been an election at all?
I will take full cognisance of any letter the Deputy may care to send to me giving his own experience.
