asked the Minister for Education the number of registered secondary teachers currently drawing incremental salary in recognised secondary schools who have qualifications other than a university degree and the Higher Diploma in Education; the number of such teachers who receive a qualification allowance equal in value to an honours degree allowance; the number who receive a qualification allowance equal in value to a pass degree allowance; and the number who do not receive any qualification allowance.

There are at present 967 non-graduate registered secondary school teachers in receipt of incremental salary.

Of this number, 106 are in receipt of an allowance equivalent to an honours primary degree allowance and 275 are in receipt of an allowance equivalent to a pass primary degree allowance. The remaining 586 do not receive an allowance in respect of an academic qualification.

Has the Minister any plans to improve the lot of the 586 people mentioned in the last part of his reply?

In consultation with one of the teacher associations recently, I suggested a formula within which the claims in respect of non-graduate teachers might be processed. I understand this is still the subject of continuing negotiation.
