The person concerned is not the holder of a qualification certificate which is an essential requirement for entitlement to unemployment assistance. It was decided by a deciding officer that his means were in excess of the amount which would entitle him to such a certificate. This decision was upheld by an appeals officer. The person may, however, now be entitled to a certificate, which may entitle him to assistance at a reduced rate, in view of the increased means limits which came into effect on 2nd April, 1975, and I am having this aspect of the matter examined.
