asked the Minister for Posts and Telegraphs why a person (name supplied) who came within the terms of Conciliation and Arbitration Report Number 496, did not receive an increase in his pay and has, in fact, to repay £22, while other people in similar positions received a substantial amount of arrears; why the request for an independent arbitrator was not agreed to in connection with the case; why his Department gave no reply or explanation as to why money was due or the basis on which the calculation was made; and the reason why the money has been deducted each week without this person's permission and without receipts being issued.

Under the conciliation council agreement referred to, the person named was regraded and his pay was increased in July, 1974 from a scale of £22.53 to £38.53 to a revised scale of £23.27 to £44.86 per week. While he will benefit substantially from the agreement, there was provision in it for a retrospective adjustment of pay back to 1st April, 1971, and in his case and in some others, this disclosed a net overpayment which is being recovered by small instalments. The reasons for the recovery and the basis of calculation have been explained to him, and further explanation will be given by his superior officers if he so wishes.
