asked the Minister for Industry and Commerce (a) the number of complaints of dumping made to An Coimisiún Dumpála (b) the products concerned (c) the countries concerned and (d) the action taken, in (i) 1973 (ii) 1974 and (iii) 1975 to date.

Note: Each complaint of dumping made to An Coimisiún Dumpála is examined in the first instance to determine if there is prima facie evidence of injurious dumping. Where there is such evidence An Coimisiún always endeavours to resolve the complaint by negotiation; only where they have failed to secure the agreement of the party complained of to eliminate the margin of dumping do they carry out a formal investigation. Formal investigations are initiated by publishing notice of intention to investigate and inviting submissions from interested parties.

Can the Minister give me the number of complaints?

I will have to do a tot. The number is at the top of each page. Forty.

Could the Minister say if these cases are being investigated?

Yes. In the table which I am inserting there is "Action taken" and "Outcome".

Could the Minister state if while the investigation is going on provisional action has been taken against goods alleged to be dumped?

In cases where appropriate. There is an internationally evolved code of behaviour in regard to protection against dumping which we cannot violate. We are dependent on other countries not manipulating their dumping protection to exclude our exports. We have to operate the code. We have to play this game according to the rules because we stand to suffer more than we would gain. But, within those constraints, all possible protective action is taken.

Can I take it that in some of the cases provisional action has been taken and duties have been levied pending the results of the investigation in regard to some imports?

Action has been taken in certain cases and duties have been imposed in certain cases. It might serve us both better if when the Deputy sees this list of 40 he puts down specific questions and I will try to facilitate him with answers.
