The person referred to by the Deputy has been claiming disability benefit and not unemployment benefit since July, 1975. A decision could not be given on his claim until inquiries were completed regarding employment in 1974 in respect of which contributions were not paid. The period of insurable employment has now been established and pending collection of the outstanding contributions they have been treated as paid for purposes of the benefit claim and the amount of disability benefit due has been issued to the claimant.

asked the Minister for Social Welfare when social welfare assistance will be paid to a person (details supplied) in County Meath who first made application in May 1975; and the reason for the delay.
An application for social assistance allowance was received in my Department on 16th June, 1975 from the person named by the Deputy. There was some delay in establishing her means for the purpose of the allowance as she had also made a claim for disability benefit on 3rd July, 1975 in respect of British insurance contributions and it was necessary to refer that claim to the Department of Health and Social Security, Newcastle-upon-Tyne. In addition, the applicant failed to submit her birth certificate with the application for social assistance allowance until 6th October, 1975. Examination of her application was completed on 17th October, 1975 and she was awarded the allowance at the maximum rate with effect from 13th May, 1975, the date of birth of her child. An allowance book was issued to her on 22nd October, 1975.
