asked the Minister for Agriculture and Fisheries if he will re-imburse farmers who have had to pay to have their cattle tested for TB this year in view of the fact that costs are normally borne by central funds.

The answer to the Deputy's question is "No". The testing to which he refers is a purely private arrangement between the farmer and his veterinary practitioner. Apart from other important considerations, I have not been involved in determining the level of the fees now being charged to farmers for private testing.

Many farmers think they should sue the Department for the private tests and that they would be entitled to get this money from the Department because they are supposed to be tested free to eradicate the disease. All farmers selling cattle have to test. It is very unfair.

A question, please, Deputy.

I would never prevent any farmer from deciding what he should do in that regard.

The Minister does not want to decide for the farmer but does he not think he would be justified?

After the first five he pays 50p per animal for testing, and the price of cattle was never better.

He has to pay the vet before he can sell his cattle.
