asked the Minister for Local Government the steps the Government are taking to comply with the European Council's directive on waste which requires member states to take appropriate steps to promote the prevention, recycling and processing of waste; and if plans have been drawn up concerning (a) the types and quantities of waste to be destroyed (b) general technical requirements (c) the appropriate disposal sites and (d) special provisions for particular kinds of waste.

asked the Minister for Local Government if, in view of the recent directive outlined by the EEC and adopted by the Council of Ministers, which relates to the submission of three-yearly reports to the European Commission on waste processing, he will indicate the steps the Government are taking to comply with the directive.

With the permission of the Ceann Comhairle, I propose to take Questions Nos. 67 and 68 together.

So far as my Department are concerned consideration of the measures which will be necessary to ensure compliance with the EEC directive on waste is proceeding as part of a general review of the waste disposal functions of sanitary authorities. The provisions of the directive have been brought formally to the notice of the sanitary authorities and, as a first step, I have requested them to consider what they can do at this stage towards advancing the aims of the directive in their areas. I have also made a number of suggestions in this regard and have asked for information on the local arrangements and problems to facilitate the consideration of such further control measures as may be necessary.
