asked the Minister for Social Welfare why a supplementary welfare allowance has not been paid to a person (name supplied) in County Offaly whose application to the Midland Health Board was refused although he has only £4 per week Army pension to live on and no social welfare contributions.

I am informed by the Midland Health Board that supplementary welfare allowance has not been granted to the applicant on the grounds that his means exceed the limit, at present £10.30 per week, for entitlement to a basic allowance. In addition to his Army pension the applicant has been assessed with means deriving from the benefit of free board and lodgings in his mother's house.
