asked the Minister for Social Welfare if he is aware that long delays are occurring in hearing appeals against decisions disallowing disability benefit; and if he will take steps to have the matter rectified immediately.

I am aware that delays occur in the hearing of appeals where claims to disability benefit are disallowed.

These appeals usually involve second examinations by medical referees and oral hearings by appeals officers at suitable local centres. The visits of appeals officers to these centres to hear appeals under various schemes administered by my Department must be arranged systematically in order that the best use can be made of the appeals officers. There is inevitably some lapse of time between their visits to particular areas. Recently the position has been aggravated by the heavy increase in the number of appeals and the limited number of appeals officers available.

I am concerned to ensure that appeals are decided with the minimum of delay and am having the position examined to see what further steps can be taken to ensure that this is done.

What is the average of appeals?

It is unsatisfactory.

I asked the Minister some time ago if he was concerned that these appeals could take up to six months to be determined. The Minister indicated that he did not believe that that length of time would elapse. I have evidence that appeals are taking up to six months to determine.

If the Deputy wishes to make a statement, he should give notice.

Would the Minister say if he will take steps to ensure that appeals are determined in a shorter period? Six months is quite unfair.

I accept that.

What is the average?

I have not got the average. I do not believe an average would be valid because it would vary from area to area and from time to time. I recognise and frankly admit that the situation is not satisfactory.

Is there any way by which we could expedite appeals?

We could expedite them with more appeals officers. For a long time the Department could not get more appeals officers because of the ban on recruitment to the public service.

That will be no problem now, with all the job recruitment.

I am glad that the Deputy recognises the improvements in the situation.
