asked the Minister for Posts and Telegraphs the plans he has in conjunction with RTE for the speedy implementation of a community radio service; and the timetable and cost of such a plan.

RTE have been conducting experiments in community radio throughout the country over the past few years. They have also broadcast the community radio programme "Corkabout" in the Cork area regularly since March 1974.

I understand that for some time now RTE have been preparing plans for community radio stations in Dublin and in some provincial areas. Recently, RTE submitted outline proposals to my Department for a community service in the Dublin area. These proposals have been the subject of discussion between the Department and RTE and RTE are to furnish further detailed information on them. Consideration of the matter has not yet reached the stage when I can say anything definite in regard to timetable and cost but I intend to reach a decision quickly when the further information sought has been received.

Could I ask the Minister if the proposals put forward by RTE, which are now the subject of further detailed discussion, are exclusive State-run community radio facilities?

Yes, they are run by RTE.

Is the Minister aware that there is considerable concern within RTE that the prolonged delay in having the matter cleared at departmental level is giving rise to disquiet and if the Minister could expedite that decision?

I would be rather surprised if they were concerned about the long delay unless they did not know when the proposals were submitted to me. The proposals were received from RTE on 12th January 1978. It is possible that the people who were in contact with Deputy Desmond were not aware of that, but that is the position.

I am sure the Minister is aware that there is a voluminous interchange of submissions between the Department and RTE generally on this matter and that it had not surfaced in the form of a memorandum in January 1978. I am sure the Minister is aware that RTE are anxious to go ahead and have been so for several years. Would the Minister give an assurance to the House that he will reach an early decision in this matter?
