Nearly half of all applications for telephones come within the priority categories at present. They include some businesses with two or less employees. The value of priority rating would be eroded if existing categories were increased significantly. In the circumstances I do not propose to arrange for priority provision of telephones for all persons with two or more employees. Each application will be judged by reference to the need to ensure as far as practicable that lack of a telephone will not be a barrier to job creation.
