On a point of order, I just want to say publicly that I was very unhappy with the decision of the Chair to rule out a proposal of mine to raise on the Adjournment last evening issues concerning our city schools and the vacuum created for the education of our children.

I am just protesting about it and no one here will stop me doing that.
I wish, with the permission of the Chair to raise the matter of staffing and equipment in the County Hospital, Naas, on the Adjournment.

This matter may not be discussed. I just said that when a question is ruled out it cannot be brought up for discussion.

The information given to me in this piece of paper is that the question has been ruled out because it is not within the Minister's functions. I want to know whether you made that decision or whether a member of the Government made it.
The Chair has decided that it was not the function of the Minister to deal with the matter raised in the question. We now move on to item No. 6, Estimates for Public Services——
