Ten Ministers of State were appointed with effect from 1 January 1978 at salaries of £4,727 per annum, in addition to their normal allowances as Deputies. However, seven posts of Parliamentary Secretary with salaries of £3,720 were abolished at the same time. The net additional salary cost of the appointment of the ten new Ministers of State is, therefore, £21,230.
