asked the Minister for the Environment his proposals in respect of the general environmental, planning and development problems being experienced by the residents of Richmond Road, Dublin 3, who are experiencing extreme nuisance due to the types of development and environmental conditions of their area; and if he will make a statement on the proposals he has for improvements in that regard.

Responsibility for the planning and development of their area is primarily a matter for the planning authority concerned, in this instance Dublin Corporation. This responsibility is exercised through appropriate provisions in the Development Plan for the area and through the exercise of planning control, by dealing with applications for planning permission and taking appropriate action for enforcement in the case of breach of planning law.

In so far as my functions are concerned, I recently confirmed, with amendment, a compulsory purchase order made by the corporation for the acquisition of land for road widening at this location, in line with an objective in the draft Development Plan.
