The draft of Regulation (EEC) No. 2141/70 was published in the official journal of the European Communities on 13 September 1968 and it was adopted by the Council on 20 October 1970. There is a copy of the Regulation in the Library but I would point out, that has been replaced by a later Regulation (No. 101/76) as part of a consolidation exercise carried out in 1976.
There are no other regulations dealing with the access provisions of the Common Fisheries Policy but current proposals for the revision of that policy are contained in Commission document R/107/78.
