(Cavan-Monaghan) asked the Minister for the Environment the average price per house approved by his Department under the certificate of reasonable value system during the quarters (a) October, November, December 1976; (b) October, November, December 1977; (c) January, February, March 1977; and (d) January, February, March 1978; and the percentage increase involved.

(Cavan-Monaghan) asked the Minister for the Environment (a) the average price of developed sites for which certificates of reasonable value were issued during the quarters: October, November, December 1976; October, November, December 1977; January, February, March 1977; and January, February, March 1978; (b) the cost of developed sites per square foot in each of these quarters; and (c) the percentage increase involved.

I propose to take Questions Nos. 282 and 284 together. Statistics are not kept in the form sought in the first question and, as applicants are not required to furnish the information sought in the second question, the information cannot be given.

The house building cost index relates only to the cost of labour and materials and does not include the cost of land, overheads, profits and so on.

(Cavan-Monaghan) asked the Minister for the Environment the regard that is had, in calculating reasonable value, to the absence of ground rent in a case where a certificate of reasonable value had been issued on the basis of a ground rent of £25, but where the applicant, having later changed his mind and intended sale of the freehold, re-applied for a fresh certificate of reasonable value in respect of the same site.

In determining whether a proposed consideration represents reasonable value such consideration is deemed to consist of the price proposed plus the capital value of ground rent (if any) which is assessed in accordance with the provisions of section 18 (1) (b) (iii) of the Landlord and Tenant (Ground Rents) Act 1967. Where no ground rent is proposed in an application (or re-application) regard is had to the proposed price alone.

287.

(Cavan-Monaghan) asked the Minister for the Environment if the recent increase in the social welfare stamp is reflected in the index of building costs published this month.

As the most recent increase in the cost of the social welfare stamp did not come into effect until 3 April it was not incorporated in the house building cost index figure for 1 April. It will be taken into account in next month's revision of the index.
