asked the Minister for the Environment the proposals for pay adjustment received in his Department since 1 September 1977 from the county councils of Carlow and Kilkenny and Carlow UDC which have been (a) sanctioned and (b) not sanctioned, together with any other proposals from these local authorities received prior to 1 September 1977 which have not been sanctioned; and the reasons for the delay, if any, in sanctioning the proposals of the local authorities.

: The position in relation to proposals on pay adjustments submitted by the local authorities in question before 1 September 1977 and after 1 September 1977 is set out as follows:

Proposal received on 21 December 1977 to revise the salaries of draughtsmen grade I and II and civil engineering technicians in accordance with Arbitration Board Recommendation No. 008.

Proposal received on 30 January 1978 to apply the terms of the Arbitration Board's Recommendation on draughtsmen's salaries to the pay of trainee draughtsmen employed by the council.

Proposal received on 9 May 1978 to revise the salary scale of the office of storekeeper in accordance with Arbitration Board Recommendation No. 015.

Proposal received on 8 November 1977 to increase a meal allowance payable to drivers and fitters in accordance with Labour Court Recommendation No. 4462.

Proposal received on 19 January 1978 to revise the salary of draughtsmen in accordance with Arbitration Board Recommendation No. 008.

Proposal received on 8 February 1978 to implement the terms of Labour Court Recommendation No. 4567 relating to the differential between maintenance and construction craftsmen's rates of pay for the period 1 July 1976 to 30 June 1977.

Proposal received on 9 February 1978 to increase the meal allowance payable to certain employee grades.

Proposal received on 14 February 1978 regarding the revision of salaries for the posts of temporary secretary and temporary engineer to the Goul and Kilbride Joint Drainage Committee.

Proposal received on 30 March 1978 for a compensatory payment to road overseers in connection with the rearrangement of the road overseers areas.

Proposal received on 21 April 1978 to revise the salary scale of county development officer in accordance with Arbitration Board Recommendation No. 018.

Proposal received on 25 April 1978 to revise the salary of a clerk-of-works employed by the council. The proposal is under consideration.

Proposal received on 25 April 1978 to revise the salary scale of storekeeper, in accordance with Arbitration Board Recommendation No. 015.

Proposal received on 30 January 1978 to allow the rate collector and collector of revenues to opt for bonus scheme A as set out in Circular Letter EL. 30/77.

Proposal received on 23 March 1978 to pay a dirty money allowance to refuse collectors and general operatives engaged on sewer work. The proposal is under consideration and clarification of certain aspects of the proposal has been requested from the local authority.
