asked the Minister for Social Welfare the total number of complaints received by his Department in 1977, and 1978 to date, concerning the non-payment of social insurance stamps by employers; the total number of insured workers concerned; and the total amount of insured contributions involved.

No statistics are available as to the total number of complaints received by my Department regarding the failure or delay by employers to pay social insurance contributions in any year. The majority of the complaints are dealt with successfully at local level by social welfare officers and other local officers and no record is kept of such complaints. Cases in which the local officials fail to have the outstanding contributions paid are referred to head office for further action including prosecution proceedings, if necessary.
