asked the Minister for the Environment if officials of his Department carried out consultations with the engineering staff of Dublin County Council in connection with the projected Shankill by-pass, County Dublin; and if he will indicate the factors considered important by him in deciding on the amendments to the county council proposals which he subsequently approved and returned to the council.

The answer to the first part of the Deputy's question is "Yes". The principal factors which I took into account in my examination of the council's proposals for a by-pass of Shankill were the importance of the national primary route for through traffic between Rosslare and Dublin and the need to relieve traffic congestion not only at Shankill but also at Bray and between Shankill and Bray.
