I am aware of reported threats by unofficial groups to disrupt telecommunications services in support of certain staff claims. My Department do not, of course, negotiate with such groups but with the recognised staff organisations concerned. There are settled procedures available for processing the claims involved and my Department are using and will continue to use these procedures to the full. Unofficial action in breach of agreed procedures can only cause inconvenience and hardship to the public and cannot contribute to the settlement of staff claims.
