With the permission of the Ceann Comhairle, I propose to take Questions Nos. 88 and 89 together.
I believe that the broad lines of Government policy on development co-operation are clear and that it is unnecessary therefore at this stage to publish a White Paper on the subject.
As regards the Deputy's other question, I am afraid that the necessary consultation and sounding-out of views on the establishment of an Advisory Council on Development Co-operation has taken rather longer than expected. This process is now almost completed, however, and I expect therefore to be in a position to announce the establishment of an advisory council in the very near future.
