There appear to be two claimants involved in this question. One claimed unemployment benefit which is being paid to him since the 29 December 1978. He is not entitled to pay-related benefit as he had insufficient earnings during the relevant tax year. The other person applied for unemployment assistance in December 1978 and payment is being made to him since the 2 January 1979.
