asked the Minister for Posts and Telegraphs when the proposed new mobile exchange for Skerries, County Dublin, will be installed.

(Dublin South-Central): In about three months.

Is it envisaged that there will be any hold-up or delay in the provision of this exchange?

(Dublin South-Central): I said it will be in three months' time and I do not envisage any hold-up.

In view of the fact that the Minister lauded his Department's anxiety to uphold the law in relation to earlier questions, is he not aware that his Department have broken the law in relation to the building of this exchange?

(Dublin South-Central): Not to my knowledge.

Is the Minister not aware that his Department did not seek planning permission for the building of this exchange?

That is a separate question.

Is he not aware that a cease work notice was served on the Secretary of his Department last week because——

The Deputy must put down a separate question.

——the Department failed to apply for planning permission to build this exchange?

Is the Minister going to answer?

(Dublin South-Central): That is a separate question.

The exchange cannot be built in three months——

(Dublin South-Central): If the Deputy puts down a question on this I will supply him with the information.

The Deputy is engaging in argument.

Is the Minister aware that the Department did not apply for planning permission?

Are the Department withholding information from the Minister?

Can they do anything right in the Department of Posts and Telegraphs? They have not even applied for planning permission for an exchange that has been needed for five years.

Order. There is nothing in the question about planning permission and the Minister answered the question.

The Minister must realise that the exchange cannot be built because the Department did not apply for planning permission.

The question is about a mobile exchange.
