asked the Minister for Finance the basis for the estimate that non-tax revenue will rise by 27 per cent in 1979 over 1978, whereas tax revenue will rise by 21 per cent.

The 1979 non-tax revenue estimate of £375 million includes an estimated £17 million in Post Office revenue in respect of 1978, the collection of which was delayed because of an industrial dispute. If the 1978 and 1979 figures were adjusted for this factor the increase in non-tax revenue in 1979 over 1978 would be 14.5 per cent. Non-tax revenue is not subject to the same variations as tax revenue because the former includes a large amount of interest payments fixed at the times the loans were issued from the Exchequer.
