andMr. Kelly asked the Minister for Industry, Commerce and Energy why there is no restriction on the freedom to borrow of the Irish Goods Council.

The Irish Goods Council is a company limited by guarantee, has no share capital and is financed mainly by Exchequer grant-in-aid. It also receives voluntary contributions from industry. In practice the council would be unable to provide collateral or other security to lenders and in these circumstances the placing of special restrictions on its borrowing powers is regarded as unnecessary.
