asked the Minister for Foreign Affairs in respect of the year 1978 (a) the Irish semi-State bodies involved in projects in developing countries other than those projects financed in whole or in part from the bilateral aid programme of the Department of Foreign Affairs and (b) in the case of each project (i) the nature of the project, (ii) the semi-State body involved, (iii) the total cost, (iv) by whom the cost was borne, (v) the organisation or project-holder in the developing country, (vi) the terms on which the projects were carried out, for example, break-even, semi-commercial or commercial and (vii) the number of semi-State employees involved in each project.

The information requested by the Deputy, in so far as it is available and can be made public without prejudice to the commercial operations of the semi-State bodies involved, is set out in the attached tables.

AER LINGUS

Aer Lingus have been heavily involved in projects in developing countries over a number of years. These projects are of a commercial nature involving the sale of services to these countries for a profit. The services include management contracts, training in various aspects, aircraft and component maintenance and overhaul, personnel secondment etc.

For commercial reasons, it is considered that it would not be appropriate to reveal publicly details of the Aer Lingus activities. However, the main features of the Aer Lingus programme include:

1.

Algeria:

Technical apprentice training mainly on B737s.

2.

Cameroons:

Contract for B737 component overhaul.

3.

Egypt:

Computer time leasing (Egyptair).

4.

Morocco:

Secondment of engineers and a contract for aircraft maintenance mainly B707s.

5.

Nigeria:

Secondment of engineers plus aircraft maintenance. Component overhaul for Nigeria Airways at Dublin Airport.

6.

Sudan:

Component and engine overhaul, training and simulator work.

7.

Zaire:

Workshop development and component overhaul.

8.

Ghana:

Providing management training and support programme.

9.

Iraq:

Engine overhaul for Iraq Airways.

10.

Zambia:

Technical assistance, including training and secondment of staff. Some financial management assistance.

11.

Namibia:

Providing UN funded training programme. Other developing countries will be included in this programme.

12.

Kenya:

A comprehensive contract including aircraft leasing, management and other training, secondment of staff.

13.

Botswana:

Management training.

14.

Kuwait:

Computer time leasing.

In addition smaller projects are under way in Bahamas and Brunei.
