asked the Minister for Education if he will grant building contracts for vocational schools without the provision of insurance bonds, in view of the present circumstances.

The contracts of vocational education committees are the subject of various statutory rules and orders the principal of which is the Vocational Education (Contracts) Regulations, 1931 (No. 36 of 1931).

This statutory instrument requires committees to take from persons by whom contracts over certain values are to be performed sufficient security for the due performance thereof.

In the case of building contracts committees normally comply with this rule by requiring contractors to provide an insurance bond. I am not aware of any grounds which would warrant reconsideration of this statutory position.
