asked the Minister for Foreign Affairs if his attention has been drawn to a statement by a Member of the European Parliament (details supplied) that she is in possession of a secret document drawn up by the EC Commission for discussion at next month's EC Summit Conference in Dublin, if such a document exists, if he has seen a copy of this document, if so, the nature of the contents, if he will submit a copy of the document for discussion by the Joint Committee on Secondary Legislation of the EC, if copies are available, and if he will make a statement on the matter.

I am aware of the statement to which the Deputy refers. The statement in question refers to a "secret Commission document", that is, an internal working document. In these circumstances the Deputy will appreciate that it would be wrong for me as a member of the Council to comment on the matter. Commission proposals are made available to the Oireachtas Joint Committee on the Secondary Legislation of the EEC by my Department, and any Commission proposals on this matter will be made available to the Committee in the normal way.
