Private Business. - Occasional Trading Bill, 1979: From the Seanad.

The Dáil went into Committee to consider amendments from the Seanad.

I move: "That the Committee agree with the Seanad in amendment No. 1":

Section 3: In subsection (2), page 3, line 30, "three months" deleted and "one month" substituted.

This amendment relates to the amnesty that we proposed originally in the Bill. We have now substituted one month for the period of three months. In any case, before a trading permit would be granted the Minister would have to be given 30 days' notice and the trader who intended setting up in business permanently would have time within that month to make a statutory declaration to the Minister. This refers to traders who would have been in occupation of premises for less than three months before the passing of the Bill.

I agree fully with the amendment and with the Minister's reasons for it. The time proposed is reasonable. There was not any need for a three-month period.
