asked the Minister for the Environment if he will immediately declare that section of the Southern Cross route for which land will shortly be purchased, and all other sections of the same motorway as appropriate, to be a motorway under section 4 of the Local Government (Roads and Motorways) Act, 1974, and if his attention has been drawn to the planning consequences of not doing so.

As Dublin County Council's proposals for this proposed road are for an all-purpose road, not a motorway, and as the road authority has not indicated any intention to make a motorway scheme under section 4 of the 1974 Act, it would not be appropriate for me to consider making an order as suggested by the Deputy.
