Notes:
1. The figures for local authority housing construction relate to the amounts sought and allocated to finance commitments on hands of housing authorities at 31 December 1980. Further allocations may be made to authorities throughout 1980 to finance additional starts. However, in the case of Dublin Corporation and Dublin County Council, the figures relate to the amounts sought and allocated for both commitments and new works in 1980.
2. A separate allocation is not made for local authority house purchase loans and low-rise mortgages. The allocation made also provides for the payment of reconstruction loans and supplementary grants.
In October 1979 local authorities provided estimates of their 1980 requirements in respect of these loans and grants. However, in January 1980 the loan and income limits applying to these schemes were substantially increased. In these circumstances, it was felt that the authorities' original estimates were no longer valid and an initial allocation in respect of the six-month period ending on 30 June next and based on authorities' expenditure in the second half of 1979 was made to each authority.
