An application from the person concerned was received in my Department on 14 January last and has been approved. The ESB were advised on 31 March to apply the allowance to his account from the February-March 1980 billing period which is the appropriate billing period under the scheme in his case.
I regret any inconvenience caused by the delay which was due to extreme pressure of work in the particular section of my Department.
