The Road Traffic (Construction, Equipment and Use of Vehicles) (Amendment) (No. 2) Regulations, 1978, came into operation on 1 February 1979. Between that date and 29 February 1980, the latest date for which figures are available, a total of 5,153 prosecutions were brought under Part II of the Regulations which provides for the compulsory wearing of seat-belts.
