Order of Business.

It is proposed to take business in the following order: Nos. 6, 7, 11, 12, 13, 14, 15, 16 (Resumed), 17, 18 and 19. Private Members' Business from 7 p.m. to 8.30 p.m., No. 28 (Resumed).

On the Order of Business, in order to facilitate the Taoiseach on his trips to see Mrs. Thatcher will the Taoiseach give me some indication as to whether he is prepared to consider item No. 5 on the Order Paper in Government time?

The Government are not prepared to make time available for item No. 5.

Has the Taoiseach any proposals other than just declining to give time for this very important item? Has the Taoiseach any plans of his own?

I have already indicated that the Government have no proposals in this area at present.

Last week I put down a question regarding the decision by CIE not to run trains to the seaside resort of Youghal from Cork during the summer.

The Chair refused this question on the grounds that it was an internal matter for CIE and not for the Minister. I remember as Minister answering questions regarding CIE. If the Minister looks up Volumes 307, 308 and 309 of the Official Report he will see that the present Minister for Defence answered questions relating to CIE.

Will Deputy Barry co-operate in this matter? Apart from the merits or demerits of the question it cannot be raised in this way at this time. If the Chair permits such a question to be raised it is very difficult to disallow another question.

The Chair is already doing that by having allowed somebody to raise internal matters of CIE previously. This is an important local matter.

I ruled that question out on the same grounds as all CIE questions are disallowed.

This is depriving many of the chance of going to the seaside during the summer and the root cause of this is the Government's refusal——

——to supply capital to replace the rolling stock. May I raise this matter on the Adjournment?

Still on the Order of Business, may I take it that my Bill now goes into Private Members' Time and gets priority in Private Members' Time? Is that not the usual procedure?

Yes, it can go to Private Members' Time whether it is opposed or otherwise.

And it gets priority of consideration as soon as whatever is on the Order Paper——
