asked the Minister for Health if he proposes to accede to the request of the psychiatrist group of the Irish Medical Association that he establish national guidelines for standards of patient care in psychiatric institutions and, if so, the specific time scale he will lay down for the implementation of such guidelines and the measures he proposes to take against any institution which fails to comply with these guidelines.

I recently received notification from the Irish Medical Association of a resolution on the subject referred to by the Deputy which was passed at the association's recent annual general meeting in Sligo.
I am having the matter examined but, pending this examination, I am not in a position to reply in detail to the points raised by the Deputy.
