asked the Minister for Energy the steps taken to retain control of the conversion process of minerals to ensure that they are used here to maximum benefit; and if he will make a statement on the matter.

It is the Government's policy to secure the maximum degree of processing in Ireland of the country's mineral resources.

In agreements concluded between the State and Tara Mines Ltd. and Bula Ltd., provision has been made for the supply to an Irish smelter of zinc concentrates produced from the Navan orebody. Under the Minerals Development Acts, 1940 and 1979, certain powers relating to the grant of mining leases and licences are vested in the Minister for Energy and it would be my intention to avail of these powers, if necessary, to realise the fullest possible job potential from the development of any further mineral deposits which may be discovered. Powers are also available to the State to control the processing and exportation of any radioactive minerals which may be discovered in Ireland. Of course, any proposal to process such minerals in Ireland would require to be most carefully examined in the light of all relevant considerations at the time.

There is a high degree of processing and utilisation in Ireland of other minerals produced in the country such as gypsum, marble, coal, limestone and various clays suitable for a variety of industrial uses.
