asked the Minister for Education if he will outline details of youth exchange schemes operating between Ireland and (i) France, (ii) Germany, (iii) Belgium and (iv) Austria during the past two years; and the proposals, if any, for the expansion of these schemes.

Under the terms of the Franco-Irish Cultural Agreement my Department have, since 1976, been operating a programme for youth and sport exchanges with France. With the permission of the Ceann Comhairle a statement of the programmes of exchanges for 1979 and 1980 will be circulated with the Official Report.

While there is not as yet a cultural agreement between Ireland and Germany my Department have given support to a number of exploratory youth exchanges with Germany involving representatives of the major voluntary youth organisations in recent years.

Likewise a cultural agreement has not yet been finalised with Belgium. However, as part of that country's celebrations to mark 150 years of independence, a number of young people from Ireland will this summer take part in exchanges with young people from Belgium.

No youth exchanges involving my Department here take place with Austria.

Negotiations are nearing completion on cultural agreements with Germany, Belgium, Netherlands, Greece and Spain and it is expected that programmes for youth exchanges with these countries as well as with France will be developed over the next few years.

Following is the statement:

Franco-Irish working party for co-operation in the field of Youth, Sport and Permanent Education.

The working party for Franco-Irish exchanges in the field of Youth, Sport and Permanent Education met for the sixth time in Paris on the 20th and 21st November 1979 under the joint chairmanship of M. Christian Calvy, Foreign Affairs Counsellor, Assistant Director of Cultural Exchanges at the Directorate General for Cultural, Scientific and Technical Relations of the Ministry of Foreign Affairs, and of Mr. Tomás Breathnach, Assistant Secretary at the Department of Education.

The working sessions took place at the Ministry of Foreign Affairs. The composition of the two delegations is set out in the Appendix.

The two delegations expressed satisfaction with the operation of the 1979 programme of activities; these involved 138 young Irish and French animateurs and instructors.

Having taken note of the sets of proposals for exchanges drawn up by the two delegations, the working party drew up the following programme of activities for 1980.

A: Courses in France.

1. Sessions in "Connaissance de la France"—16 places.

2. International Workshops at Marly-le-Roi—2 places.

3. Sessions in French Language and Civilisation at the "Centre d'Etudes Francaises at d'Education Populaire" in Antibes—2 places at the Spring session (advanced), 2 places at the Autumn session (beginners).

4. Training courses for animateurs of socio-educative activities—6 places, divided between 3 courses to be selected by the Irish side.

5. Youth Festival at Avignon (2 weeks in July 1980)—3 places.

6. A specialist in theatre, with a speaking knowledge of French, to be invited to the Avignon Festival (1 week in July 1980)—1 place

TOTAL 32 places.

B: Joint Operations.

Theme: Formateur Courses.

7. 5 Irish animateurs to be sent to France for a formateur course in bodily expression, conducted by Miss Houry, Technical and Educational Advisor at the Ministry of Youth, Sport and Leisure (Follow-up of point 1.1.4 of 1979 Report).

8. Reception in Ireland, for one week (27th December 1980-2nd January 1981) of Miss Houry and of two of her assistants to conduct a formateur course in bodily expression (Follow-up and conclusion of point 1.2.2. of 1979 Report).

9. Two Irish specialists to be sent to France for one week to take part in training courses for formateurs or directors of Holiday Centres; these courses to be organised by the "Union Francaise des Centres de Vacances et de Loisirs" (C.F.C.V) or by any other recognised association (Carry-over to 1980 of point 1.1.5 of the 1979 Report).

10. Reception in Ireland for three weeks (July-August 1980) of two animateurs of the "Union Francaise des Centres de Vacances et de Loisirs" (U.F.C.V) to assist in the staffing of courses organised at Coolure House by the Catholic Youth Council (Follow-up of point 1.2.3 of 1979 Report).

11. Reception in Ireland for one month (July 1980) of three animateurs of the "Union Francaise des Centres de Vacances et de Loisirs" (U.F.C.V) to take part in Summer Projects organised by the Catholic Youth Council (Follow-up of point 1.2.4 of 1979 Report).

Theme: Home-to-Home Exchanges.

12. Twenty-five Irish youths (8 scouts, 8 guides and 9 members of other youth associations) to be sent to French families for three weeks. (Follow-up of point 1.1.6 of 1979 Report). This programme will be preceded by a two-day exploratory visit to Paris of an Irish representative.

12. A Reception in Irish families for three weeks of twenty-five French youths (8 scouts, 8 guides and 9 members of other youth associations)—(Follow-up of point 1.2.9 of 1979 Report).

Theme: Scouting.

13. One leader of the Catholic Boy Scouts of Ireland (C.B.S.I.) to be sent to France, for six to eight weeks; reception in France to be arranged by the Scouts de France (S.D.F).

13. A Reception in Ireland, for six to eight weeks (Summer 1980) of a Scouts de France leader to participate in the Larch Hill Camp of the Catholic Boy Scouts of Ireland (C.B.S.I).

14. Four leaders of the Irish Girl Guides to be sent to France for a week to take part in a training course or in a camp.

14. A Reception in Ireland, for one week (28th June-5th July 1980), of four leaders of the Guides de France to take part in the national camp of the Irish Girl Guides.

15. Reception in Ireland, for three to four days of six leaders of the Scouts de France (S.D.F): they will be received by Federation of Irish Scout Associations (F.I.S.A). (Reciprocation of point 1.1.9 of 1979 Report).

Theme: Educational Leisure Activities for Young Workers.

16. Four leaders of the National Federation of Youth Clubs (N.F.Y.C) to be sent to France to be received by the Fédération Francaise des Maisons de Jeunes et de la Culture (F.F.M.J.C).

17. Reception in Ireland for one week (June 1980) of four leaders and members of the Foyer de Jeunes Travailleurs de Cahors to study the problems of group leadership in urban and rural areas and the organisation of services that cater for young workers.

17. A Four leaders of Irish organisations catering for young workers to be sent to France (Cahors) for one week (July 1980).

Theme: Amateur Theatre

18. Reception in Ireland, for one week (9-16 August 1980) of four young French specialists in amateur theatre to follow one of the courses for actors, producers or stage designers.

19. Reception in Ireland, for one week (October 1980) of two leaders of the Centres d'Entrainement aux Méthodes Actives (CEMEA) to follow the Siamsa course in Traditional Irish Dancing. (Follow-up of point 1.2.5 of 1979 Report.)

Theme: Exchanges of Officials dealing with Youth Questions

20. Reception in Ireland, for one week, of two officers of the French Ministry of Youth, Sport and Leisure to study arrangements for youth and sport, the organisation of exchanges and the provision of socio-cultural activities for unemployed young people.

(Reciprocation of point 1.1.0 of the 1979 Report.)

21. A delegation of five leaders of the National Youth Council of Ireland (NYCI) to be sent to Paris for three to four days: the delegation will be received by the "Comité pour les Relations Internationales des Associations Francaises de Jeunesse et d'Education Populaire" (CRIF).

22. Reception in the south of Ireland for one week (Beginning of October 1980) of a delegation of six members of the "Comité Régional Poitou —Charente" (One of them to be an official of the "Direction Regionale du Minister da la Jeunesse, des Sports et des Loisirs de Poitiers" and the other five to be leaders of associations for socio-educational activities and animateurs of "Maisons de Jeunes et de la Culture et des Groupes de Jeunes Travailleurs".) The object of the visit will be to study the organisation of socio-educational and leisure activities for young people and the possibility of exchanges between the two regions.

22A. Six leaders of associations for socio-educational activities in the south of Ireland (One of them to be a civil servant) to be sent to France for one week (Beginning of June 1980); the delegation to be received by the "Comité Régional Poitou—Charente".

23. Reception in Ireland (Dublin) for one week (September 1980) of a delegation of three leaders of the "Association Peuple et Culture de Staute-Savoie (Annecy)" to study the functioning of associations in Ireland and to set up an exchange of projects in the field of popular education and cultural activities. The reciprocation of this operation could be considered in 1981.

24. Reception in Ireland (Kilkenny) for one week (from 5 to 12 April 1980) of five leaders of the "Union des Fédérations Régionales des Maisons des Jeunes et de la Culture" (UNIREG) of Moret-sur-Loing to study the possibility of developing relations between the two towns in the field of socio-educational activities and group leadership for youth.

24A. Five leaders of Kilkenny Youth Clubs to be sent to France (Moret-sur-Loing) for one week (end of 1980): the visit to be hosted by "I'Union des Fédérations Régionales des Maisons des Jeunes et de la Culture (UNIREG)".

Theme: Audio-visual Programmes for Young People.

25. Three Irish specialists in audio-visual programmes to be sent to France (Nice) for one week (June 1980) to study the organisation and the functioning of the "Centre Audio-Visual (Training —Group Leadership—Production— Broadcasting—Regional programmes for young people). The visit to be hosted by "Média-Jeunesse Méditerranée". The reciprocation of this operation could be considered in 1981.

Theme: Exchanges for pre-adolescents

26. Reception in Ireland for one week, of two leaders of the "Fédération de Francs et Franches Camarades" to make preparations in collaboration with Irish youth associations, for the setting up of an exchange of pre-adolescents (11-15 years of age) during the Summer of 1980, to give these young people the opportunity to get to know the host country during three weeks. The young people would stay with families and the activities would take place at outdoor centres.

A reciprocal operation could be considered in 1981.

Theme: Training Courses for Social Workers

27. An Irish social worker to be sent to France for three months (1 May-20 July) to follow a multinational training course organised by the "Association pour le Développement des Echanges Internationaux de Responsables de Jeunes et Travailleurs Sociaux (CIF-FRANCE). A good knowledge of French required.

Theme: Leisure Activities for Young People in Hospital

28. Reception in Ireland for one week (February to June 1980) of five animateurs and educators recruited by the "Comité National Francais pour la Rédaptation des Handicapés (CNFLRH) to study the organisation of leisure activities for young people in hospital.

(Reciprocation of point 3.1.3 of 1979 Programme).

Theme: Special Education.

29. Two Irish experts to be sent to France for one week to study both the measures taken to cater for children with learning difficulties and the training of teachers specialising in this field. Included in the programme will be visits to primary schools and to the different types of secondary schools, especially in small towns, and also visits to training colleges.

C. Sport

Theme: Sports facilities

30. Visit to France for 5 days of 3 members of the Irish Sports Council (Cuspóir) to examine sports facilities (especially all-weather playing surfaces) in the Paris Region.

31A. One French coach to conduct a training course (2nd degree) in Ireland for 2 weeks. (20 July to 1 August 1980).

32. 4 Irish coaches to attend a training course at the school of Sailing in Beg-Rohu, France, for 2 weeks (Intermediate level).

32A. One French coach (if possible M. Pierre Leboutet) to conduct a training course for competition coaches (Advanced level).

33. One Irish coach to attend a course in France for one week, on road racing (International level).

33A. One French coach to conduct a course in Ireland for 1 week on behalf of the Irish Cycling Federation (I.C.F.) (International level).

34. 2-4 Irish coaches to attend courses API and AP2 at the Ecole Nationale de Ski et d'Alpinisme (E.N.S.A.) at Chamonix, for 1 week.

38. Two Irish instructors to attend a training course organised by the Union des Centres de Pleins Air (U.C.P.A.) for a period of 1-2 weeks in France.

38A. One French instructor to conduct a training course in Ireland in 1 or more of the following: mountain walking, climbing, orienteering (the speciality of the instructor should be specified before-hand).

39. Two Irish coaches to attend a training course in France for senior club coaches for a period of 3-5 days.

Theme: Physical Education and Sport—

40. Visit of 6 Irish teachers of physical education to the Essonne Region of France for one week to study the structures and pedagogy of physical education in both an in-school and out-of-school context.

Reciprocation of this point to be considered for 1981.

41. One French coach to conduct a course in Ireland for gymnastic instructors (Intermediate-Advanced level) for a period of 1-2 weeks.

42. One Irish coach to conduct an advanced level training course for 1 week in France.

43. Two Irish coaches to attend a training course (cross-country and thermal flying) for one week at Ltachennes, France.

Discipline: Caving—

44. Two Irish coaches to attend a training course (Intermediate or Advanced level) in France for one week.

Theme: Sport for all—

45. Reception of two Officials of the French Minister for Youth, Sport and Leisure for 1 week, to compare the experiences of the two countries in relation to "Sport for All" activities.

46. One French coach to conduct an advanced level course in Ireland for a weekend.

48. One French coach to conduct two separate training courses in Ireland, one for qualified instructors and another for advanced local players, the two courses to run consecutively over an 11 day period.

49(i). Two French trainee-coaches to attend a training course for Elementary and Advanced coaching, track and field events run by BLE from 14-18 July.

49(ii). One French coach to conduct a training course in Ireland for coaches in the long jump, from 7-12 April 1980.

50. Two French persons to attend a week long course in show-jumping organised in Ireland by "Bord na gCapall".

Discipline: Sport for the Handicapped

51. Reception in Ireland for one week of two French specialists on sport for the Handicapped (Carried forward from point 2.2.11 of the 1978 programme and point 2.2.12 of the 1979 programme).

General arrangements

52. In order to facilitate the operation of the above programme activities, the two parties recommend that the organisations concerned make direct practical arrangements in each case, in liaison with the co-ordinator who may be designated by each party.

53. Priority will be given to candidates with a knowledge of the language of the host country.

54. In the case of authorised participants, the host country (public bodies and associations) will defray accommodation costs and the cost of traval (related to the programme) within that country.

The country of origin will defray the cost of the outward journey (as far as the principal venue) and of the return journey.

55. The host country will insure participants, while these are on its territory, against illness, accidents and public liability.

Next meeting of the working party.

56. The 7th meeting of the Franco-Irish Working Party for Co-operation in the field of Youth, Sport and Permanent Education will be held in Ireland in the month of November 1980.

5th Session, Dublin, 11 January, 1979 The working party for Franco-Irish exchanges met in Dublin on 11 January, 1979. The composition of the two delegations is set out in the Annexe.

The two parties took note that the activities which are mentioned in the programme drawn up at the 4th session of the Working Group in Paris on 17 February were almost completed to their mutual satisfaction. The Working party drew up the following programme for 1979.

1. Youth.

1.1. In France.

1.1.0. Reception in France at official level of 2 officials of the Irish Department of Education to study arrangements for exchanges. Duration—1 week Date—Early summer, 1979.

1.1.1. Antibes C.E.F.E.P.—Four places on beginners course in Autumn 1979.

1.1.2. Marly-le-Roi—Two places at Marly le Roi for the international workshops.

1.1.3. Training sessions in socio educative animation organised by Secretariet for Youth and Sport. Six places to be provided on 3 courses to be chosen by Irish side.

1.1.4. Formateur Courses—provision of 5 places for Irish persons in courses organised by a Conseiller in Pedagogical techniques of the Ministry of State for Youth, Sport and Leisure (Mlle Houry).

1.1.5. Provision of 3 places for Irish persons at training courses for monitors or directors of holiday centres organised by U.F.C.V. or another similar body.

3.1.2. Two Irish persons to visit France to examine the pre-vocational and vocational training facilities for mentally handicapped school leavers; visit to centres, etc. Duration, 1 week; Date, to be arranged.

3.1.3. The hosting in France of a delegation composed of 5 Irish specialists on the handicapped to study the problems of the handicapped in matters of pre-school education, compulsory education and special adaption classes. Duration, I week; Date, 19-24 March, 1979.

4. Both sides undertook to explore the possibility of initiating exchanges or common activities for young persons who have shown a special interest in science.

5. Next meeting of the Working Party:

The 6th meeting of the Working party will be held in France between the 5th and 9th November, 1979. Date to be arranged by Diplomatic channels.

6. General Agreement:

6.1. In order to facilitate the scheme the two parties recommended to the organisations concerned in the exchanges which are contained in this proces-verbal to make direct practical arrangements for these exchanges.

6.2. When the recruitment of participants for the different schemes of the exchange programme is being made, their linquistic ability in the language of the host country will be taken into account.

6.3. Except where indicated to the contrary, the host country will accept responsibility for the accommodation costs and the travel costs (of the participant only) related to the programme; the sending country accepts responsibility for the payment of the travel expenses to the centre where the course or visit takes place.

6.4. The host country guarantees the insurance (accidents, sickness, public liability) for the members of delegations while in its country.
