asked the Minister for Finance the percentage allocation of the quota section of the European Regional Development Fund of each member state on the adoption of the EEC Budget in June 1980; the amount of the non-quota section, including the allocation to Ireland and the proposed allocation of the non-quota section of the Regional Fund taking account of membership of Greece and the allocation of that fund by reference to the Draft Budget for 1981 among member states and the amount of the non-quota section.

While the overall size of the European Regional Development Fund is established each year in the general budget of the Communities, the national quotas were fixed in percentage terms in the Fund Regulation (Council Regulation (EEC) No. 724/75 of 18 March 1975, amended by Council Regulation (EEC) No. 214/79 of 6 February 1979) and are not affected by the budget. The quota section, which constitutes 95 per cent of the total fund, is divided up as follows:

A proposal for an amending regulation to provide for Greece's share of the quota section in 1981 is at present being discussed by the Council.

The non-quota section, representing 5 per cent of the fund, was created by the 1979 amending regulation in order to finance specific Community regional development measures.

Five such measures were approved in principle by the Council on 7 October 1980. Two of the measures are to help regions affected by restructuring in the steel and shipbuilding industries respectively, one is for the development of hydro-electric and alternative energy sources in certain regions, one is for the improvement of the economic and social situation of the Border areas of Ireland and Northern Ireland and one concerns regions affected by the enlargement of the Community. The following is the proposed allocation of non-quota section resources (in mEUA) for these five measures:

Commitment of this 220m EUA will be spread over a number of years. No proposal has yet been submitted for a non-quota section measure involving Greece.
