Order of Business.

It is proposed to take business in the following order: Nos. 4, 5 (Votes 22 and 23), 6 (resumed) and 7.

May I ask the Taoiseach when it is proposed to introduce the Independent Broadcasting Bill which was promised during last session?

I will communicate with the Deputy.

On the Order of Business, on the recent national understanding the Government gave an undertaking to publish a white paper on education by 14 November. The white paper has not yet been published and this is 13 November. Am I to assume that it will be published today or tomorrow or is there going to be a further delay? I am sure the Minister is aware that we have asked about this on a number of occasions in the past year and a half.

I have no notice about this, but the position in regard to it is that the publication of the white paper has been delayed because of further considerations and researches that have to be done into some aspects.

Is the Taoiseach not aware that this is the second national understanding——

Is it the intention of the Taoiseach to intervene with the building societies in an effort to alter their interest rates?
