The increase is mainly due to the following factors:
1. cost in 1981 of the pay increases under the second national understanding and under the recommendations on rates of remuneration contained in report No. 20 of the Review Body on Higher Remuneration in the Public Sector;
2. cost of messenger and cleaning services in the North Block of Government Buildings. The cost involved only became fully chargeable to the vote in 1981;
3. the filling of vacancies in different grades and the possible creation of a small number of new posts at administrative and clerical level.
