The introduction of a European passport was first formally suggested at a meeting of the Heads of State or Government of the European Communities, in Paris, on 9 and 10 December 1974, following which a working party was set up to study the matter.
There is general agreement within the Community on the principle of the introduction of a uniform passport, but there have been difficulties with the technical details. It is not possible, therefore, to say at this stage when a uniform European passport might be introduced.
