asked the Minister for the Environment if he will make a special grant available to enable repairs to be carried out to 62 houses in Cathal Brugha Place, Dungarvan, County Waterford, in view of the major defects and lack of facilities in the scheme as the local urban council cannot deal with the matter in an expeditious manner because of lack of funds.

Housing authorities are entirely responsible for the maintenance and management of their rented housing estates. I understand that Dungarvan Urban Council are carrying out a scheme of repair and improvement works to these houses on a phased basis financed from their own resources, including receipts from rents and portion of the proceeds of sales of council houses. There are no funds available to me out of which a special grant could be made to the council to speed up the work because of the necessity to conserve available capital moneys for the provision of badly-needed new local authority housing.
