Written Answers. - Asbestosis Problem.

asked the Minister for Labour whether he is aware of the growing problem of asbestosis amongst workers who are exposed to asbestos over long periods during the course of their work in the insulation industry; and if he will make a statement on the matter.

asked the Minister for Labour whether any action is being taken to monitor cases of asbestosis; and if he will make a statement on the matter.

With the permission of the Ceann Comhairle, I propose to take Question Nos. 195 and 196 together.

Asbestosis or any asbestos-related diseases are not prescribed disease under the Safety in Industry Acts, 1955 and 1980. Consequently, proven or suspected cases of these diseases are not statutorily notifiable to the Minister for Labour.

The Factories (Asbestos Processes) Regulations, 1975, which are administered by the industrial inspectorate of my Department are, however, concerned with the protection of workers against the hazards of asbestos in workplaces to which the Safety in Industry Acts 1955 and 1980 apply. These regulations provide for:

1. The protection of workers against inhalation of harmful levels of asbestos dust; 2. the supply of protective clothing and respiratory protective equipment; 3. the provision of suitable accommodation for such protective clothing and equipment; 4. the maintenance of premises and plant in a clean state; 5. the provision of safe storage of loose asbestos and asbestos waste. The regulations are at present under review.

Asbestosis is a prescribed disease under the Social Welfare (Occupational Injuries) (Prescribed Diseases) Regulations, 1967. These regulations are made under the Social Welfare (Occupational Injuries) Act, 1966, and their enforcement is the responsibility of the Department of Social Welfare.
