Vol. 330 No. 10

Written Answers. - Social Welfare Benefits.

58.

asked the Minister for Social Welfare the reason unemployment benefit has not been paid to a person (details supplied) in County Waterford.

The person concerned claimed unemployment benefit on 18 August 1981. Her entitlement to unemployment benefit was governed by her contribution record during the period July 1978 to April 1979 or the period April 1979 to April 1980 and was dependent on her having at least 26 paid or credited contributions in either of these two periods. According to the records of my Department she had no employment from April 1977 to September 1980 and accordingly she was not entitled to unemployment benefit.

asked the Minister for Social Welfare the reason unemployment benefit has not been paid to a person (details supplied) in County Waterford.

The unemployment benefit claim of the person concerned was disallowed for six weeks from 14 September 1981 to 24 October 1981 on the grounds that he had voluntarily left his employment without just cause.

Payment was allowed from 26 October 1981 and arrangements were made to pay him when he calls to the Department's local office at Dungarvan. If the person concerned is dissatisfied with the decision in his case it is open to him to appeal and his claim will be referred to an appeals officer for determination. A form for this purpose is obtainable at his local office.

asked the Minister for Social Welfare if she will ensure that payments of disability benefit to persons (details supplied) in County Waterford both of whom are out of work through illness, will be made on a regular basis and will be brought up to date immediately.

The man concerned claimed disability benefit from 14 September 1981 and has been paid from 17 September, fourth day of incapacity, at the maximum appropriate rate, to 7 November. Due to an administrative error there was some delay in payment at the commencement of October. Payments have, however, since been issuing promptly on the receipt of medical evidence of incapacity.

His wife claimed disability benefit from 5 October 1981 and has been paid from 8 October, fourth day of incapacity. Benefit is being paid at a reduced rate appropriate to her contribution record in the 1978-79 contribution year. All benefit due to 7 November has issued.

asked the Minister for Social Welfare the reason for the delay in paying disability benefit to a person (details supplied) in County Waterford.

The person concerned claimed disability benefit from 27 August 1981 and was paid from 29 August, fourth day of incapacity, at the maximum appropriate rate. All benefit due to 12 September, after which date he was certified fit to resume work, has issued. The delay in payment arose from an administrative error in dealing with the claim.

asked the Minister for Social Welfare the reason for the delay in paying disability benefit to a person (details supplied) in County Waterford.

The person concerned claimed disability benefit from 29 June 1981 but was not qualified for payment at the time as, according to the records of my Department, he had not the necessary required minimum of 26 weeks of insurable employment since his date of entry into insurance. Following inquiries it has been established that he had sufficient weeks of insurable employment to qualify him for benefit. Payment of all disability benefit due from 2 July 1981, fourth day of incapacity, to 15 August 1981, after which date he was certified fit to resume work, has been made. When details of his earnings in the relevant tax year are available pay-related benefit, if due, will issue.
