asked the Minister for the Environment when the residents of Coolkill estate, Sandyford, County Dublin, can expect to have a public lighting system, as this is the third winter that the estate has been without such a system

Responsibility for the enforcement of planning control is a matter for the planning authority. I understand from Dublin County Council that certain works on the estate, including the provision of public lighting, have not been carried out satisfactorily and that proceedings to secure the completion of the development in accordance with the terms of the planning permission granted are being instituted under section 27 of the Local Government (Planning and Development) Act, 1976.
