asked the Minister for Education if he will make a grant available to Kinvara Community Council, County Galway towards the cost of providing a community centre.

Almost 700 applications for capital grant assistance, including an application from Kinvara Community Council, were received under my Department's community, youth, recreational and employment Programme. All funds placed at my Department's disposal for the purposes of this programme were fully committed by the former Minister of State and Kinvara Community Council was not nominated for assistance by him. There are therefore no funds currently available to me out of which I might make a capital grant available to Kinvara Community Council.

Following a letter from the former Minister of State in regard to another scheme — the temporary grant scheme for youth employment — my Department issued details of this scheme and an appropriate application form to the council on 11 March 1982. I have recently been informed by the council that this scheme would not be of any benefit to it at present.

I sought permission to raise a Private Notice question concerning Government policy in relation to the conflict between Argentina and Britain and I should like to know the decision of the Chair in regard to that in view of the urgency that attaches to the matter. A total exclusion zone has been announced by Britain around the Falkland Islands and it has been responded to by the Argentine Government announcing that they expect war to commence within 24 to 48 hours. I seek permission to raise this matter on the Adjournment. I should like to tell the Chair that Question No. 436 on the Order Paper is about Government policy in general towards the Falkland Islands but my request now is about the position of the Government in relation to the threat of war and the recent developments between Argentina and Britain.

I will communicate with the Deputy. The remaining questions will appear on next Tuesday's Order Paper.
