Quarterly accounts were sent to the person named for the period up to June 1981, but due to an unexplained clerical failure which continued over a long period, the accounts issued were prepared in the name of the previous renter of the telephone at this same address. A correct account covering the entire period involved was issued last February and the Department is in touch with the subscriber with a view to arranging payment over a reasonable period.
